VerticalLevel Property

This numbering is used for the VerticalLevel property of .SetSymbolProperty and .SetToolboxSymbolProperty.  It will set the vertical offset (from the middle of the task rowA horizontal row on the schedule, usually containing the name of a project step and important milestone dates for that step.) to one of these numbers.  The numbers are out of order to keep the numbering in-sync with past versions.

Note that the property VerticalLevel2 is also available and uses a more common sense numbering schedule.
