Purpose: Obtain the ValueSet value for a specified date.
Returns: A double value is returned. Return variant must exist or there is an error.

Note that if arg 1 is "1" TO "9" then ValueSets 1 to 9 are used. If arg 1 is not "1" to "9" then arg 1 is the actual ValueSet name like "Cost", etc.
