Custom stoplight column

Question:

We would like to create a SmartColumn using a column (Number4) from Microsoft Project using the following user-defined values ranges to display values, symbols, text and colors.

Green: < 5%
Yellow: > 5% < 10%
Red: > 10%

You should set up a Values SmartColumn with a column tag for the Number column to be refreshed. Then, customize the settings to display the colored indicator based on the number.
