Is there a way to anchor a freeform text to a symbol or a task row?

Two colors for symbol text

Is it possible to use two different colors at the same time in symbol text? My symbol text is color coded to show which organization is responsible for each activity. Responsibility is shared for some activities. I'd like to make the text half green and half blue. Is there a way to do that?

Two digits for month and day

I'd like 2 digits for days and months (i.e.: 02/02/2003 and not 2/2/2003). How can I do this?
